Low-Income Home Energy Assistance Program (LIHEAP)

Program Description

The Low-Income Home Energy Assistance Program (LIHEAP) provides home energy assistance to help eligible low-income households meet their home heating and/or cooling needs.

Your Community Action Agency in your county may be able to offer you one or more of the following types of assistance:

  • Utility bill payment assistance
  • Energy crisis assistance
  • Weatherization and energy-related home repairs

(LIHEAP is a block grant funded by the U.S. Department of Health and Human Services.)

Notice of Virtual LIHEAP Public Hearing

This Notice of Virtual Public Hearing advises the public that the South Carolina Office of Economic Opportunity (SC OEO) will be conducting a public hearing meeting virtually at 10 a.m., Friday, August 20, 2021, to review the proposed Low Income Home Energy Assistance Program (LIHEAP) Model Plan. Persons may also submit comments on the proposed Model Plan in writing by August 18, 2021. Comments may be mailed to the Office of Economic Opportunity at 1205 Pendleton Street, Suite 364 Columbia, SC 29201, or emailed to oeo@admin.sc.gov. All comments submitted by mail, email or made during the meeting will be included as part of the official record and considered by SC OEO.

General Program Requirements

The Community Action Agency in your county determines if your household’s income and/or additional eligibility criteria qualifies you to receive LIHEAP assistance.

Appeals Process

If you feel you were treated unfairly or denied service(s), please notify the Community Action Agency in your county of residence to appeal and request a fair hearing. Your application will be properly reviewed to determine eligibility based on the required documents provided.

If your appeal is denied by the Community Action Agency, a written appeal can be submitted to the Office of Economic Opportunity. Please send the appeal to the following address:
