What is the Office of Economic Opportunity?
Created by the Community Economic Opportunity Act of 1983, the Office of Economic Opportunity (OEO) is the state's administering agency for the Community Services Block Grant, Low-Income Home Energy Assistance Program, Weatherization Assistance Program and Emergency Solutions Grant. OEO works in partnership with community action agencies and other non-profit agencies to administer and distribute funds for local initiatives designed to appreciably impact the causes of poverty.

FFY 2026 CSBG and LIHEAP Model State Plans for Public Comment
Persons desiring to submit comments on the proposed 2026 CSBG and LIHEAP Model State Plans may do so in writing no later than August 22, 2025. Comments may be mailed to the Office of Economic Opportunity at 1205 Pendleton Street, Suite 364 Columbia, SC 29201, or emailed to oeo@admin.sc.gov. All timely written comments submitted by mail or email will be included as part of the official record and considered by SC OEO.
