Emergency Solutions Grant (ESG) Program Notice of Funding Availability, Request for Application
The state of South Carolina Office of Economic Opportunity (OEO) is issuing a Notice of Funding Availability (NOFA) for the ESG Program, CFDA #14.231, for the program year 2023. The period of performance is July 1, 2023, through June 30, 2024. Private nonprofit entities are welcome to apply. Current and prior year subgrantees may also apply. Additional eligibility requirements can be found at the NOFA posted on OEO website. Applicants must demonstrate programmatic and fiscal capacity, as well as need within the Continuum of Care region.

The State of South Carolina Office of Economic Opportunity is now accepting applications for Rapid Unsheltered Survivor Housing (RUSH) under the Emergency Solutions Grant (ESG) Program. RUSH is in response to the President’s major disaster declaration dated September 29, 2024, DR-4829-SC as amended, for Hurricane Helene, and Federal Emergency Management Agency’s (FEMA) determination that this disaster was severe enough to activate its TSA program. Applications will only be selected from current OEO ESG sub recipients that can serve the DR-4829-SC identified counties and have demonstrated high performance of their ESG award. Using current ESG subrecipients will allow for the most rapid and effective deployment of ESG RUSH funds. The following are the counties in the declared disaster areas: Abbeville, Aiken, Allendale, Anderson, Bamberg, Barnwell, Beaufort, Cherokee, Chester, Edgefield, Fairfield, Greenwood, Greenville, Hampton, Jasper, Kershaw, Laurens, Lexington, McCormick, Newberry, Oconee, Orangeburg, Pickens, Richland, Saluda, Spartanburg, Union, and York counties. HUD has suspended consultation, citizen participation, and matching requirements for RUSH funds. The due date for the application is January 29, 2025, by the close of business, 5:00p.m. EST.
