Weatherization Assistance Program

Program Description

The Weatherization Assistance Program (WAP) enables low-income families to reduce their energy consumption by making their homes more energy efficient. Funds are used to improve the energy performance of dwellings families in need, using the most advanced technologies and testing procedures available in the housing industry.

Who is eligible for this program?

To be eligible for this benefit program you must be a South Carolina resident and you must need help with home energy costs. Preference is given to:

  • Elderly – 60 years of age and older
  • Disabled - Families with one or more members with a disability
  • Households with children under age 18

If you receive Supplemental Security Income or Aid to Families with Dependent Children, you are income eligible to receive weatherization services.

To be eligible, you must have an annual household or monthly income (before taxes) that is at or below the following amounts:

How do I apply for the Weatherization Assistance Program?

To apply for this program, contact the local Community Action Agency that serves the weatherization program in your county.

Appeals Process

If you feel you were treated unfairly or denied service(s), please notify the Community Action Agency in your county of residence to appeal and request a fair hearing. Your application will be properly reviewed to determine eligibility based on the required documents provided.

If your appeal is denied by the Community Action Agency, a written appeal can be submitted to the Office of Economic Opportunity. Please send the appeal to the following address:
